To collect the data for this study, in the winter of 2018, the Center for Rural Communities mailed 5,000 survey questionnaires to households in zip codes 54806, 54814, and 54891, which were randomly selected by the private firm ListGiant. We received 1,084 completed questionnaires for a 22 percent response rate. The results are weighted by relevant demographic variables in each community using 2015 US Census ACS estimates. After removing some responses from the sample because they were located outside the geographic scope of the study or because the responses were incomplete, and after weighting the sample, the final effective sample size is 1,055. The survey results are representative of the three zip codes with a margin of error of +/-3 percentage points. The CRC also conducted interviews with community members and local stakeholders.
